The Hon. Dr. Billy M. Joseph MP is the Member for Nipa-Kutubu and currently serves as Papua New Guinea’s Minister for National Defence. He was elected to the 11th National Parliament in 2022.
Before entering politics, Dr. Joseph worked as a medical doctor and holds a Bachelor of Medicine and Bachelor of Surgery from the University of Papua New Guinea.
Since his appointment as Minister for Defence in January 2024, he has focused on strengthening PNGDF leadership, improving the welfare of personnel, and enhancing national and regional defence partnerships.
He is also advancing education and vocational training within the PNGDF, including training pathways for PNG citizens to join the Australian Defence Force under the new Defence Cooperation Framework.
Hon. Stanley Muts Samban MP serves as the Vice Minister for Defence of Papua New Guinea and represents the people of Wewak in the National Parliament.
In his role as Vice Minister, he supports the Minister for Defence in strengthening PNGDF capability, improving administrative systems, and promoting regional security cooperation.
He contributes to policy oversight, strategic planning, and the development of modern defence frameworks for PNG.
